In 1984, the government established another Committee to again produce a comprehensive report on gaming in the state. The Committee recommended a complete restructuring of the current gaming laws (other than racing or lottery legislation) to establish a composite Gaming Act. Along with the proposed overhaul, the new Gaming Act was to include the establishment of an autonomous Gaming Authority.
On 1 July 1984, the Casino Control Act went in effect.
In April 1985, the government ed the Casino (Burswood Island Agreement) Act, and at the end of December that same year, a casino opened.
The Gaming Commission Act 1987 established a Gaming Commission to oversee all aspects of gaming (lotteries remained under the Lotteries Commission and racing remained under the Betting Control Act 1954 and the Totalisator Agency Board Betting Act 1960).
