Casino gaming started in Victoria in 1997 with the opening of the Crown, but bars and hotels have offered gaming machines since 1992.

On 1 July 2004, the Victorian Commission for Gambling Regulation replaced the Victorian Casino and Gaming Authority and the Office of Gambling Regulation as required by the Gambling Regulation Act of 2003. This change consolidated the two regulatory offices into a single entity with one executive board having authority to regulate and license gaming on behalf of the Victorian Crown.

On 1 January 2010, a new ATM provision came into effect prohibiting them from being located near gaming machines or on casino floor. ATMs may be placed in any other part of a gaming venue provided they can limit the amount a customer may withdraw to AUD 400 within a 24-hour period. ATMs at gaming venues located within a racecourse and casinos must be placed within 50 meters of any entrance to a gaming machines area unless the machine can limit the amount a customer may withdraw to AUD 400 within a 24-hour period. The provisions also include a ban on gaming machines located outdoors, and venue operators may not cash more than one check per customer per day up to a maximum of AUD 400.

In 2010, max bets on gaming machines were limited to AUD 10.
