The Racing Commission was established in accordance with the Racing and Betting Act to oversee the Northern Territory horse and greyhound racing industry. The Thoroughbred Racing of the Northern Territory is the territory’s principal club and controls and supervises all the thoroughbred race clubs. It is also responsible for controlling, supervising, regulating and promoting horse racing.

The Racing Division within Racing, Gaming and Licensing is responsible for the Territory's regulation of wagering, and enforcing licensing standards.

The major race clubs in the Northern Territory are the Darwin Turf Club, the Alice Springs Turf Club and the Darwin Greyhound Association.
