Casino Canberra is the only licensed casino in ACT. It is regulated by the ACT Gambling and Racing Commission through the Casino Control Act 2006. The casino is not permitted to operate gaming machines; only licensed hotels and clubs may operate them.

The types of gaming machines available for licensing are Class "B" draw poker and keno machines and Class "C" standard video/stepper gaming machines.

The Gaming Machine Act 2004 was put in force on 1 November 2004. The legislation significantly modernizes the old act and increases the ability and transparency of gaming-machine operations. The Act provides for a maximum of 5,200 machines and requires all gaming-machine-licensed clubs to contribute 7% of the licensee’s net revenue to the community. Any club that fails to meet the contribution requirement is subject to a "Shortfall Tax" at a rate of 100% of the Community Contributions shortfall.
